Sounds a great deal like the UK, where in my experience private users have a 
bit of a nightmare using online services.  All calls are generally a toll 
call, except special free phone numbers.  It's a shame really as it feels to 
me as though this is severly hampering the number of people venturing online.

The Cable TV companies are only just opening up phone networks to compete 
with British Telecom, and phone subscribers are so few and far between at 
the moment that it's really quite good luck if you happen to make a toll 
free call.  Still c'est la vie!  Anyone know a good way round enormous phone 
bills?
