Definitely not. X is stating a very short-sighted view. Let's assume that
it is true that Y.com lost page views when it was improved. This could well
be the case for the first few days or weeks after the redesign: users
continue their past behavior but need fewer pages to accomplish those
tasks. In the long term, two other effects are likely to happen:

a) Y.com would grow its user base at a faster pace than in the past because
(i) people are more likely to recommend it to others the better it is and
(ii) casual visitors are more likely to convert into loyal users.

b) Existing loyal users will gradually shift their usage patterns to use
the site for additional tasks (e.g., check the front page for news several
times per day or use site Y.com for stock quotes instead of Yahoo).
