I'm not exactly sure what you're getting at, but it seems as though
you're suggesting that all one has to do is start up a company and
issue an IPO. It's not *that* simple. Of all the Net-related new
businesses started up in the half-dozen years, only a *tiny*
percentage have reached the IPO stage.

In the whole Net-enterprise game, there are still many more losers
than winners -- a rule of thumb that works just as well for the Net
as it does for, say, start-up restaurants.
