I vote for risky or maybe just unwise.

There is so much more to creating a news Web site, or any Web site, than
just throwing up some HTML and gifs. There are so many mistakes that can be
made and its very hard to judge ones own work objectively. A site put
together by most HTML newbies is going to look just like what it is -- a
site put together who hasn't mastered the nuances of Web page creation.

Plus, to be competitive, I think you've got to be much more dynamic and
interactive than what most newbies would be able to master in a few weeks
or months.

On the other hand, getting up a half way decent Web site is better than no
site at all. As long it's appearance doesn't embarrass the news
organization, I say go for it.
