This is both a frightening thought and a silly one. Frightening because
the last thing any of us needs is some governing body breathing down our
necks while create our sites. While I agree that webmasters need to keep
an eye on their site's download times, it's a self-policing thing. After
all, site visitors will vote with their feet. If they don't like the
wait they won't come back. What's wrong with that?

And silly because the Internet continues to be an international forum.
You yanks can go pass all the laws you want about "places of public
accomodation" (for crying out loud!), but a goodly chunk of us won't
have to listen.
