"The Internet Bandwidth Conservation Act." is relevant subject matter
being tossed about by the mighty & powerful.
 
Ever hear of "Electronic Traffic Priority" ?
 
Check out Cisco's new CiscoAssure Policy Networking.
It is application programming interface for recognizing and 
prioritizing electronic traffic.  
 
 			Bandwidth Regulation
 
This means that someone or some institution (USPO & universal e-mail)
shall regulate who & what gets bandwidth priority.   Sort of like
driving down the highway when an emergency vehicle's siren and flashing
lights forces you to yield the highway to that vehicle.
 
 			FCC to make or brake ISPs
 
Also, don't be surprised if ISPs are categorized by the nature of the
traffic their bandwidth can handle according to speed, # of routers
between ISP & backbone and nature/volume of clients.
 
This is what the ISP industry has to be concerned about, because
do you want to be perceived as a low priority internet service provider?
How about a 1st class, 2nd class or 3rd class bandwidth carrier?
