Right now perceptions of numbers seem to be driving the IPO market. Any
site which can claim high visitations/members attracts investors. There
doesn't seem to be much concern about the quality of the vsitors, except in
the most general demographic terms.

So why can't we just develop a site which attracts everyone in the country
who has an email address? We could give them money to come. (It would
probably would cost less than current marketing costs. I believe the market
capitalization of Geocities yesterday was over $500 a member. If each
member is worth $500, we could probably afford to pay them some money for
visiting.). Or maybe we could force them to come. How about an IRS site
that everyone has to visit and it could be sponsored by IBM, Procter &
Gamble, and the like.
