I don't believe for a second there will be free ISP service any time
soon because of government intervention.  the govt would be way out of
line if they tried to cram something like that down businesses throat. 
how could they justify forcing companies to give something like that
away.  on the other hand, might some companies decide to offer ISP
service free, with the service subsidized by advertisers?  maybe;  that
i might believe is possible.
