Read the net.newusers group from usenet.

There are several references on-line.  The rules change so fast that it is 
only practical to reference them on-line.

The "How to" books point to references on ethics.  Ethics vary from group 
to group and based on who is providing access under what terms.  Some, 
like PSI frown on advertizing and 3rd party traffic.  Others, like digex, 
give a great deal of latitude.
