Actually, it makes sense.  Since netscape can ship incrimental jpegs, 
graphics don't hold up the content.  If someone is really interested, 
they can wait for the full graphic.  The jpeg graphics are catalogue quality
and are not intrusive.  The user can also elect to "get more info" which 
give the advertizer knowledge of how many people actually read the 
adverizing copy (the closest thing in print is coupons).

Dow Jones has been in this mode since July.  The URL is:

It isn't the full 2000 publication database of NRS, but it is a good rich
body of content (about 100,000 pages/month).
