It was originally in NetWorld (march 1994). The internet had just
combined MCI, BT, AOL, Prodigy, and Compuserve, along with FidoNet. Each
network was claiming their actual number of billable accounts as the
number o users supported. This also included aliases and every expired
mail address on old host machines.
A more realistic number was probably 30-40 million. Of those, only about
20 million were active e-mail users. Prodigy users for example were
being charged 50 cents/page C.O.D. for incoming internet traffic.
