I have been told that Europe and Asia are the most rapidly growing 
segments of the internet today.  Europe is trying to control and regulate 
the growth more carefully.  BT for example is supposed to act as a 
clearing house for ALL internet traffic to the U.K.  The current estimate 
is about 10% of the housholds (or the equivalent).  In Germany, even 
modems must be leased from the telephone company.
