Netscape does charge a modest licensing fee to distribute Netscape 
clients.  They also charge a hefty fee for the Netscape HTTP server
with all the bells and whistles.

Anyone can redirect the home page.  Many people set up their own home 
pages with their favorite servers.  Corporate SA's often configure a 
local page that directs users to "approved" sites.  So much for yet another
census method.
