I would like to propose a few more pricing tiers.

Up to 400 hours/month or 6 hours/day $40-60/month.

Server Access (24/7) or "call out on demand" ($100-200/month)

Full-Service (24/7) interface to ethernet card (mini-router/modem) for 
ISDN, Frame-Relay, or PPP/X.25 connection ($200-$300)

This would be competitive with what I currently have access to.  The 
upper prices would support places like Upstate NY, Indiana, Ohio, 
Wyoming, and other agricultural areas.
