You could always use the SHTTP to exclude that host and his customers.
Allow only hosts who access your "approved" page first.

For the "approved page" you would add hooks to add the host to the
approved user list.  When the user completes his download of the page,
you reset the list.  It is a change to the server, but it is transparent 
to the client.
