Dear Robert:

    win32s is a dll (dynamically loading library). You need it to run 32-
bit versions of software under Win 3.1, perhaps others. Other software
includes mpeg viewers, which don't come in 16-bit versions.

    You apparently downloaded the 32-bit version. Thers is also a 16-bit 
version, currently running at beta version 1.2b5. The Netscape mirror site, 
which BTW works nice and intuitively, is at 
http://www.netscape.com/comprod/mirror/index.html. But  come to think of it, 
last I visited it didn't ask me which bit version
