You could consider the Rainbow maker from EBT

***BUT*** the Rainbow format is content-free, low-level and intended only
as a first step in up-conversion towards SGML. Read the article from Dave
Sklar on the purpose of Rainbow (you'll find it at this ftp site).

What "SGML" do you want your RTF to get into, i.e., what DTD do you
consider (or are you bound) to use ?
