Some "Collection Agencies" get as much as 30%.  The state of Arkansas 
pioneered the who "bounty hunter thing".  They also decided they wanted a 
cut of the main action.  The pay the bounty hunter a percentage of the 
back-support.  Then they start collecting from the arrears.  Of course 
they only forward a small fraction of the payment to the CP and kids, 
equal to what they would have paid with AFDC and Food-Stamps.  
Eventually, the debt is paid off and the excess is put into "escrow" ;-) 
just-in-case dad should skip town again.

The great thing about bounty hunters is that they are not bound by the 
constitution the same way police officers are.  They can use hookers, 
torture, and deadly force to bring their man in.  Widows can collect the 
life-insurance.

And who came up with all these nifty ideas in the first place?  None 
other than Governer Bill Clinton.  It got him reelected when they said he 
didn't have a chance.  It's a similar tactic here.
