Stewart,

One view is that each and every posting is a protected work unto itself and
you must obtain express permission from each author for reuse. Another is
that posters have given implied consent for unlimited non-commercial reuse
simply by posting their words in a public place. I tend toward the former
view.

The cross-border and implied-consent issues are so complex, if you are
trying to develop a real-life policy, you would really be better off
finding an attorney who is well-versed in online issues and follow their
advice.
