It's illegal to have anything above 128bit encryption (I believe it's 128bit
but it's no more then 512bit if it's any higher then 128).
        Yes I know of the not for export version of netscape.  That's how
the government is getting away with illegalizing halfway decent encryption.
They label it munitions.  The general public has always been on the ignorant
