     We may be talking different rumors, but you might be recalling a beta
Windows 95 issue. I wasn't a beta user but heard that there was a point at
the install where one was asked whether such an inventory could be taken but
that the install proceeded no matter what you answered, making it sort of an
efficient (and presumably thorough) survey of the sort you might fill out
with a warrantee. 
     I have never heard this rumor attached to MSN.
