I recently downloaded AOLpress 1.2 from 
http://www.aolpress.com/

It's a WYSIWYG HTML editor and browser, and includes site mapping 
provisions.  I'm only now becoming acquainted with its features, but it 
seems pretty capable. And it's FREE!   Microsoft's Front Page does the same 
kind of stuff.  I guess it's a question of how complex the site is.
