Interesting point, and certainly well worthy of some testing. I think the
fundamental problem with scrolling (with the browser scroll bar) is the
resulting loss of context. In this sense, the problem is not unlike design
choices that are often made in print newspapers, wherein a story is almost
inevitably "continued on Section B10". An extremely regrettable practice.

Scrolling, is of course, a navigational device, and there are a whole bunch
of other possibilities: the only problem is that browsers (and HTML) don't
give you those choices.
