Have them look for a software package called GifBuilder. It really is for
animating GIFs, but it does a great job of reducing even non-animated
images to their minimums.

Of course, some of this depends on how the design is set up. If someone
uses PhotoShop's noise filter, for example, to make a textured background,
the file size tends to soar. It's best to have them check sizes AS THEY
CREATE so they can see the impact of techniques such as this.
