Something similiar, though not "exactly" what you proposed is in 
beta now.  It's from netscape and called nschat.  It hooks into IRC and 
allows for remote control of your netscape browser by any one else in the 
channel with you.

I *do* like the idea of a chat window as part of the netscape application
