Presumption of Father
Custody
I) All children shall be placed in the custody of their biological fathers
when available and willing.
II) If the biological father is unable or unwilling to take custody, and
has stated so in a notarized document, then the child shall be placed in
the custody of the patriarchal grandfather when available and willing.
III) If the patriarchal grandfather is unable or unwilling to take
custody, and has stated so in a notarized document, then the child's
remaining relative who is available and willing and who has the most
secure, structured, and wealthy family environmen t shall take custody.
Selection of the most qualified custodian will be made by 3 close
relatives consisting of uncles, cousins, brothers, and greatgrandfathers,
with the eldest selecting the other two relatives to make the decision.
IV) When, and only when, none of the above relatives are able to provide a
secure, structured, and wealthy family environment for the child, then a
suitable church shall intervene to select a male headed household as a
"Foster Home" on a strictly volunta ry basis without renumeration.
V) Any child whose custodial parent applies for AFDC, welfare, food
stamps, spousal support, or child support shall be placed in the custody
of the next qualified biological male relative.
VI) Any child who is denied reasonable visitation/emotional support with
any biological parent shall be placed in the custody of the next qualified
biological male relative.
