YOUR IMMEDIATE ACTION IS REQUESTED!

A plan has been submitted to Mr. Larry Leaman, Director, Social Services
Agency of Orange County, California to offer placement of children with
their fathers in the event their mothers apply for welfare.  This plan has
the potential to: 

	1) save Orange County $1.25 Billion in reduced welfare
expenditures.
	2) get fathers involved in their own children's lives.
	3) remove the stigma of welfare from many of the county's
children.
	4) provide for training and education of the mother to enable her to become a productive member of the workforce rather than a dependent member of the welfare state.
	5) decrease Orange County's social pathologies as manifested in
its rising crime, delinquency, and incarceration rates.
	6) reduce the cost of incarceration.

Current federal law requires that: 

	1) the man LEAVE the household, which ENCOURAGES divorce and
illegitimacy.
	2) a criminal complaint be filed against the father which further alienates him from his own children and begins a very expensive legal process which adversely impacts both the father and the children.

The plan is simple.  RATHER THAN CRIMINALIZING THE FATHER HE IS INVITED TO
HAVE THE CHILDREN TEMPORARILY PLACED WITH HIM WHILE THE MOTHER PURSUES AN
EDUCATION! 

Orange County is bankrupt and its residents have turned down "Measure R"
which would have raised taxes (again) to bail it out.  This plan has the
potential to resolve this bankruptcy, to REDUCE taxes, to secure
California's credit rating, and to secure th e municipal bond market.  If
the plan works it has the potential to be implemented nationwide to reduce
the $250 Billion annual welfare expenditure by a significant factor. 

The "business as usual" attitude must end!  This is a plan that can work,
and officials must take it seriously.
