How about creating a standing library of images (much as the online services
do) and giving them to readers on a setup disk. You periodically could add
to the cache. With some careful planning, a lot of graphic "dingbats" could
be used to create a pseudo-changing appearance from issue to issue. Of course
this would not address news photos. But what the heck, we're talking about
a half-a-loaf e-mail solution not a full Web site.
