The answer is simpler than pie.

Many of us have to pay for our mail, often by the byte or message.  If
you are prepared to cover our costs for sending us advertising, then we
may be more kindly predisposed to receive your ads.

It is illegal in North America to send unsolicited ads by fax, for that
very reason.  As soon as the legislation catches up with the technology,
it will be an offence to do this via e-mail either.

When post offices charge the recipients by the piece for their mail,
junk mail will also become a federal offence, at least in Canada and
the U.S.
