Seattle Public Library and Seattle Community Network are working together to 
provide Net access to the public through terminals in the main and many 
branch libraries. A few of the street people downtown are becoming quite 
adept, we're told. The city government has put out an RFP for service 
providers who want to wire the city for the net using city-owned utility 
poles. But, of course, it's more complicated than that. So, the grand plan 
languishes, but lingers.
