I think web developers should develop for the majority
of web browsers out there. Right now that seems to
exclude those with HTML 3.0 capabilities. To develop 
content that a majority of users can't use seems a
bit counterproductive. Having a second 'enhanced' version
just a 'click' away seems fairly easy. Later on - reverse
the process - and have a 'simpler' version a click away.
Pretty simple stuff.
