Except that it's easier for the developer to create one version that uses
HTML 3.0 tags (as currently implemented) for those who can see them. Those
who cannot, see the page as they would (pretty much) if there were no HTML
3.0 tags. Unless you're on AOL (which apparently chokes on centered
graphics -- I've been extremely conservative on the use of centering, so
I'm not concerned).
Why create two, when one will do?
